Pedro Gouveia highlights the dual challenge facing ICTs in 2026

The development of Information and Communication Technologies (ICT) faces a double challenge in 2026: transforming technological innovation into concrete economic value, while complying with increasingly stringent regulatory security standards.

This analysis comes from Pedro Gouveia, Chief Technology Officer (CTO) at Aubay Portugal, in response to Jornal Económico as part of ‘Who's Who in the ICT Sector in Portugal 2025’, where CEOs, CTOs and business decision-makers were challenged to identify the main challenges facing the development of organisations and information and communication technologies as a sector.

Innovation with Responsibility

The acceleration of Artificial Intelligence and Data promises unprecedented gains in operational efficiency, business expansion, and increased sales. However, according to the CTO of Aubay Portugal, ‘the realisation of this potential is intrinsically linked to the need to increase cybersecurity capabilities and general awareness of attitudes and behaviours that ensure information security.’

The European Regulatory Trilemma

European organisations face three key regulatory pillars: NIS2, which makes security a requirement for resilience; DORA, focused on digital operational resilience in the financial sector; and the AI Act, which ensures transparency and ethics in high-risk Artificial Intelligence systems.

Security as a Strategic Pillar

For Pedro Gouveia, ‘the success of ICTs in 2026 will depend on the ability of organisational leaders to harmonise the ambition for innovation with the prudence of compliance.’

The message is clear: security and control are no longer obstacles, but rather strategic pillars and differentiators in generating economic value. Companies that manage to navigate this balance will be better positioned to take advantage of the opportunities offered by digital transformation without compromising trust and resilience.
